Comparison

[Claude Code](https://metavert.io/claude-code) and [GitHub Copilot](https://metavert.io/github-copilot) represent the two routes by which AI entered software development. **Claude Code** is [Anthropic](https://metavert.io/anthropic)'s agent: it began in the terminal as a tool that takes a goal and carries it out across a codebase, and it runs Claude models only. **GitHub Copilot** is the assistant from [Microsoft](https://metavert.io/microsoft)'s [GitHub](https://metavert.io/github): it began in 2021 as inline autocomplete and has grown into a platform with chat, agent mode, a cloud agent, a CLI and code review, offering models from several labs.

By 2026 each had moved onto the other's ground. Claude Code has IDE extensions and cloud sessions, and Copilot has agents that plan and execute work on their own. GitHub now also lets customers assign tasks to Anthropic's Claude agent from inside GitHub, so the two are partners as well as rivals. In JetBrains' survey for May to July 2026, 39% of professional developers reported using Claude Code at work and 21% GitHub Copilot. Details below were checked on both vendors' pages in October 2026.

## Detailed Analysis

### Agent-First vs Assistant-First

Claude Code's documentation describes a tool that "understands your entire codebase and can work across multiple files and tools to get things done". The interaction is delegation. A developer describes the outcome, the agent plans and executes across files, runs tests and iterates, and the developer reviews the result. The IDE extensions and desktop app add visual diffs and plan review, but they sit on the same engine as the CLI.

Copilot is built around the editor session. Its base layer is still the suggestion that appears while typing, now extended with next edit suggestions, and above that sit chat, agent mode for multi-step work in the IDE, and the cloud agent for background tasks. GitHub's own description is that Copilot "responds while you work, suggesting code, answering questions, or explaining code". A developer who writes most code by hand benefits from Copilot all day without changing how they work. A developer who has moved to delegating whole tasks will find Claude Code closer to that habit, although Copilot's agent mode and CLI now cover similar ground.

### Where Each One Runs

Copilot's reach across editors is the widest in the market: VS Code, Visual Studio, JetBrains IDEs, Xcode, Eclipse and Neovim, with inline suggestions in all of them. GitHub notes that chat is currently available only in VS Code, JetBrains and Visual Studio, so the experience is not uniform. It is also present on GitHub.com and GitHub Mobile, where issues can be handed to an agent without opening an editor. For organisations with Visual Studio, Xcode or Eclipse users, that breadth can settle the question.

Claude Code covers the terminal, VS Code, JetBrains IDEs, a desktop app, the web and the Claude mobile app, and connects to Slack. It has no Visual Studio, Xcode or Eclipse plugin documented, but because the CLI is editor-independent it works beside any of them. Its integration with GitHub is through a GitHub App, GitHub Actions and a code review feature, and it also documents GitLab CI/CD.

### Models: One Lab or the Whole Market

Claude Code runs Claude models only, with Opus 5.5 as the default on paid plans and Sonnet 5.5, Haiku and Fable models selectable, and can be routed through Amazon Bedrock, Google Cloud or Microsoft Foundry. Copilot is a multi-vendor router. GitHub's supported-models list in October 2026 includes current OpenAI, Anthropic, Google and xAI models, Microsoft's own MAI-Code-1.1-Flash and Moonshot's Kimi K3, and the Anthropic entries include the same Opus 5.5 and Sonnet 5.5 that power Claude Code.

So the choice is not Claude versus something else. A Copilot subscriber can use Claude models in Copilot's harness, and since GitHub opened its platform to third-party agents, can assign work to Anthropic's own Claude agent or to OpenAI's [Codex](https://metavert.io/codex) from the Agents tab, an issue or a pull request. That feature is in public preview and consumes GitHub Actions minutes and AI credits. What Copilot offers is one bill and one policy surface across many models. What Claude Code offers is the harness Anthropic builds and tunes for its own models.

### Cloud Agents and Limits

Copilot's cloud agent works in an ephemeral environment on GitHub, researches the repository, makes changes on a branch and prepares a pull request. GitHub documents firm limits: one repository, one branch and one pull request per task, a maximum session of 59 minutes that cannot be extended, and GitHub-hosted repositories only. Within those limits it is closely tied to issues, pull requests and security campaigns, which is where many teams already manage work.

Claude Code's cloud sessions run on isolated Anthropic-managed virtual machines, start from the browser, phone, desktop app or terminal, and can be pulled back into a local terminal. Anthropic states there is no separate compute charge and that sessions share the account's usage limits. Cloning and pull-request creation require GitHub, with GitHub Enterprise Server supported on Team and Enterprise plans. Routines add scheduled and event-triggered runs.

### Pricing and Adoption

Copilot has the lower entry price and a free tier. Free includes 2,000 completions per month with limited chat and agent use. Pro is $10 per month with 1,500 AI credits, Pro+ is $39 with 7,000, and Max is $100 with 20,000. Business is $19 per seat and Enterprise $39 per seat, and GitHub offers IP indemnification for unmodified suggestions when its filtering is enabled. Agent work and premium models draw down credits, so the effective cost depends on how much is delegated. Claude Code has no free plan listed: it comes with Claude Pro at $20, Max from $100, Team seats at $25 or $125 and an Enterprise plan at $20 per seat plus API-rate usage.

JetBrains' survey of more than 15,000 professional developers (May to July 2026) found 90% using AI coding agents at work at least weekly, with Claude Code at 39%, GitHub Copilot at 21%, Codex at 16% and [Cursor](https://metavert.io/cursor) at 12%. The shares overlap, and they measure use at work, not seats purchased. One further data point exists for Claude Code only: in Armature's September 2026 study of how agents choose dependencies, a vendor analysis of 5,292 sessions, Claude Code searched the web in about 30% of sessions. Copilot was not among the agents tested, so no comparable figure exists.

#### Inline completions while typing

GitHub Copilot

Copilot's completions and next edit suggestions are its foundation. Claude Code does not document a keystroke-level completion feature.

#### Delegating multi-file tasks end to end

Claude Code

Claude Code is designed around handing over a goal and reviewing the result, from the terminal or an IDE extension.

#### Visual Studio, Xcode or Eclipse teams

GitHub Copilot

Copilot ships extensions for all three. Claude Code's IDE integrations cover VS Code and JetBrains, with the CLI alongside other editors.

#### Lowest cost or free entry point

GitHub Copilot

Copilot has a free tier and a $10 Pro plan. Claude Code starts with the $20 Claude Pro subscription.

#### Long-running or multi-repository cloud work

Claude Code

Copilot's cloud agent is limited to one repository and 59 minutes per task. Claude Code documents no equivalent per-task cap, though sessions share account usage limits.

## The Bottom Line

GitHub Copilot is the broadest product: the most editors, the most models, a free tier, and the tightest link to where code is hosted and reviewed. For an organisation that already lives on GitHub and has developers spread across several IDEs, it is the low-friction default, and it does not exclude Claude, since Claude models and Anthropic's agent are available inside it.

Claude Code is the more focused product. It does one thing, agentic software work on Claude models, across the terminal, IDEs and the cloud, and the JetBrains figures show it has become the most widely used tool in that category among professional developers. It has no free tier and no inline autocomplete, and its IDE coverage is narrower.

Many teams will reasonably run both: Copilot for completions and GitHub-native workflows, Claude Code for delegated tasks. The overlap is growing from both directions, so the decision is worth revisiting as plans and credit allowances change.
